Default Need Help Resizing a Quilt

I'm trying to resize a quilt I'm making for my daughter. The original uses 18 9 patch blocks set on point. The original block size is 9x9. I increased the blocks to 13-1/2". I'm trying to figure out how many blocks I need to make an oversize king approx. 116x100. The original pattern finishes at 71"x88". I also need to know what size to cut the setting triangles. Math is not my strong suit and the more I try to figure it out the more confused I get. The original pattern is Home Sweet Home by Terry Albers and was a free pattern in the Feb/March 2013 issue of Quilter magazine. Couple of questions. Is 13.5" the finished block size? If so, they are about 19" across when set on point.
My next question: is the white area part of the block, or is that wide sashing with cornerstones. If it's sashing, how wide are you going to make yours? This is going to affect the overall size and until you decide on this, you can't determine how many blocks you will need.
Finally, here is the chart for the setting triangles:

No, the finished size is 13". I should have clarified that. The white is sashing. I'm thinking about making it 2" finished. I don't want it too wide.

There are charts online for sizes of setting triangles. Nice to keep one for future quilts.
