Can a border be added to a quilt that is already quilted?

there is a quilt as you go way. add top and bottom border while fabric is under the quilted top, then flip them out and insert batting snuggly. pin or baste edges of border and quilt! done. lots of tutes on line for that. good luck.

Sure, but you should remove the binding if that's already done.

I learned how to do that from Marti Michell's QAYG class. She has you sew the batting to the backing piece, 1/2" away from the edge. Just a straight line of stitching close to the edge of the batting which will only show on the back. If you don't want that line of stitching to show, you can attach the batting 1/2" from the edge with a fusible batting tape instead. Then you sew the top and back (with batting) to the side edges, flip them and do the top and bottom edges. I quilt on them as soon as I flip them. It works great.

If your quilt is already bound, you will need to cut it off before you add the borders.

Should probably have told you why the batting needs to be 1/2" from the edge of the backing piece.... 1/4" of the edge will be taken up in the seam allowance, which will include batting from the quilt. Then when you flip the border pieces over, the seam allowance fills that additional 1/4" gap. It's a great smooth way to add borders with no lump, or "speed bump", as Marti calls it. She's a wonder.
