Up, that is how I get my width and length for the blanket stitch consistent.

Diff up...I do tons of applique with my built in decorative stitches...I also use tear away stablizer on the back depending on the stitch...If it's just the small zig zag or blanket stitch you don't have to use it but anything big and thick yes use it.

You can do it either way. If you are good at free motion quilting you can leave them down and use a straight stitch right along the edge of the applique, or create a zig-zag effect by moving the fabric side to side as you free motion.

If you want a blanket stitch or satin stitch along the edge of the applique you will need your feed dogs engaged.

In these situations, feed dogs should be up.

I usually use the blanket stitch, so my feed dogs are up. You can free motion around them with them down, though.

I leave them up. I also leave the feeddogs up when doing FMQ.

what little machine applique I have done, I have done with dogs up.
