I think we are going to need a picture or link to the block layout.

normally, the spool section is a square 9-patch, not a rectangle. are you sure it's 12x9?

Yes it is my GD of & years old used my EQ to make up her quilt and these are the measurement :( But if i make them square i would have to alter the whole thing, so i better stay with the rectangles. Does it matter rectangle or square? I just bought the basic EQ software and still learning the program.

It would be way easier if you drop the quarter inch from the 12 inch side. Then it's just 4 inches one way and 3 inches the other way plus half an inch for seam allowances. If this is a sampler type pattern maybe you can make that quarter inch up somewhere else? Or you can make it square and use a filler strip on one end.

You want the center section to be longer, like this.
The measurements are finished sizes. You'll have to cut 1/2" larger.

The blocks in that picture are square.

The first picture of the block looks distorted and the picture of the whole quilt makes the blocks look the same size. If I were making it, I would make a true 9 patch with all the squares the same size either a 9 or 12 inch square, just to keep it simple. A 12 inch square wouldn't require as many blocks.
