Yes to the flower border but I would leave out the inner white and make a narrow blue on next to the pinwheels. I have been using "flange" of about 1./4" finished and it seems to add just enough color. Flange can be pressed either in or out.

Love it with the floral applique. I would never guess they weren't made just for that pinwheel top, they compliment it so well and the colors are perfect!
