It all depends on the quilt, if I want to accent a certain fabric from within the quilt, I would make the border wider. Say 4-5".
If I want a scalloped border, I will go 8"

Generally, if doing 2 borders, I make the inside border 1/2 the width of the second border. 2-1/2"& 5".
