Most blocks that complete at 12 1/2" end up as a 12" finished block after you finish the sewing. So you have to do any calculations on the finished size, not the cutting size. So you would calculate the new size, then add back the 1/4" seam allowance on all sides.

I took a shot of drawing it in EQ. I'm not good enough to draw the little mast or the small flag, but this is something you could start with.

Correction of wording: Take size you want, and divide by size you have, that will give you the % that you need to reduce/enlarge. Small number divided by large number gives the %.

If you want it larger - the answer should be greater than one.

If you want it smaller - the answer should be less than one.

Thanks for the info. With all the math I decided to applique it. I found this info http://www.nationalquilterscircle.co...blocks-003598/. I see that maybe one problem I was going from 12" to 8 1/2" so maybe I should have choose 9".
