Chenille Scissors
My hubby was in the hospital and I ended up with a pair of these bandage scissors. The tip is just wide enough to slip between the rows of stitching for chenille (tip is shaped like a shoe stretcher??) and the cutting tips are blunt . A little pricey on line, but I think you can find them in most medical equipment places.

I have a pair that came in a first aid kit. They are surprisingly very sharp and good quality. I have them in my sewing room and not in the first aid kit. LOL.

You know, I have collected several pairs of these bandage scissors in my career as a nurse and I never thought about using them to cut chenille! Thanks for the tip!

The moment I saw them that's what I thought of. Also, if you're going to trim out behind applique they're great because, except for the initial snip there's very little chance of cutting through the top layer of fabric.
