I just finished the quilt top and back. I plan to have a quilter quilt it but my question is the top has 12 inch blocks that are cross stitched. Does the quilter quilt on the cross stitch?

Not if you ask her NOT to - she can go around your stitching, so as to not damage any of your stitches - might work out better for her too - so she doesn't have to worry about snagging or catching your stitches. If there is enough space in the design itself for her to do some stitching of one design or another, then you wouldn't have to do any hand stitching or tying, as 12" is too large of a space to not do something to it.

If you want her not to, make sure you use a batting that doesn't require the quilting to be close. Some battings require to be quilted at least every 6,8 or 10 inches. It the quilt will be hanging, after a while, it may not hold the shape well if it is not quilted tight. I have made a lot of quilts with cross stitch. My first few were quilted with a square around the cross stitch and I didn't like the way they looked...too puffy on the stitched area. I now either quilt up to the cross stitch, as close as possible, or if I feel very daring, I stipple over the cross stitch with monofilament. I would not ask anyone else to do that for me. I have not ruined a cross stitch yet. Show it when is done.

After all your hard work cross-stitching, I wouldn't want anyone to go over it. Just enhance it.

Talk to her about it. There are certain threads they can use to enhance your stitches without stitching over them. I've seen it done both ways.
