I have Quilt Pro 5, though I haven't used it for a long time so not sure how much help I could be!

The question is: Are there quilting stencil designs in the system and how is it suggested they be used. Do you move the designs onto your mark up design to see how various designs would be used or can you download and actually use the designs to either trace or make your stencils for quilting.

Yes there are quilting stencils in the included patterns and you can't print them out or preview them on a quilt top design. You can also create your own with the program. I don't remember them being in Quilt Pro version 4 but they are in version 5 and more in version 6.

There's a folder named Quilting Stencils, and I don't remember them in version 4 either. You can place them in another layer on top of blocks to see how they would look, and can print them out in whatever size you like to trace or make stencils.

I just read my post, too late to fix it. I meant to say you CAN print them out any size you want. Sorry about that. I believe you can also draw your own or save others as bitmaps but I haven't tried that myself. I started using QP 4 so got used to making my own stencils rather than Quilt Pro.
