There's something called FraySoft that doesn't dry hard, particularly if you don't use a ton of it. I use a toothpick. It's good for snags.

Not sure it's a good solution for applique, though, because you'd need too much. I'd go with the wash-out interfacing suggestions or the misty fuse.
