If you carefully follow the instructions, you can do it. Here is a link to the tutorial, but it isn't real clear.

It's done with strip sets. Depending on the size of your strips, you can decide how to make whatever size you want. Strip sets need to be at least 2-1/2 times longer than 1/2 the width of your spinning star. In other words, a 40" strip set that is 8" wide will give you one-fourth of a 30" or so spinning star.
