Oh, I think I found the answer!!!

I had bookmarked this information about rail fences, and when ManiacQuilter2 said she hadn't heard of this being a rail fence....I thought...wait, I think I have.

Go to this site, go way down....I counted 9 quilts down, and the heading is "Reduce the number of strips and vary the width" ...and there is your quilt! So it is a block....at least according to this. :)

I named my quilt Wonder Weave and I won't worry about a copyright violation.

This is the Fractions pattern I have. It's by Mountainpeek creations. It's on the right on this site. It's similar to a rail fence but the inner "rails" are made of two pieces of fabric instead on one.
I first saw it in a quilt shop and it was made up in pastels for a baby quilt. Looks entirely different that the photo on the pattern.

I love this site - had so much fun looking at the quilt patterns. I loved that most of them gave directions for the quilts in multiple sizes - saves me trying to do the math!

Does anyone know??

I have made many "Fractions" quilt many for Project Linus as they are so easy to do, I was given two "blocks" to explain the concept by Angelika Monks, a local well known quilter.

On Googling I found that the pattern is obtainable here https://www.mountainpeekcreations.com/patterns.aspx and was orignally designed by Kari Nichols.
