I bought a metal template years ago. It has an opening in the middle so you can draw on the outside or inside. I make mine out of freezer paper. I draw on the paper side, cut them out on the line and then iron the slick side to the back of the fabric. I then cut out leaving a little larger than 1/4" and start basting the edges. Here are 3 photos:
