I can't tell what kind it is, but I can tell you it's not tatted lace. Hope someone can help you.

perhaps bobbin lace, but it looks machined to me.
I could be very wrong, but I did bobbin lace for years until my eyes realized quilting would be easier. |
It looks maybe like it's pulled thread work or bobbin lace?

The way the motifs are connected looks like machine made lace. It's very pretty.
