There is a manual for the machine and it says

* Move the drop feed knob to the left-hand side after sewing.
The feed dog will be engaged automatically when the machine starts to sew.
emphasis mine
per https://www.manualslib.com/manual/11...page=51#manual

Check with the Juki users on Facebook. I'm sure someone on there will has a solution.

Did you try what OurWorkbench said to do? Also, check to see that your bobbin winder is not engaged. My Juki 2010Q won't do anything if the bobbin winder is engaged.

My final suggestion, if the machine is older, would be to put drops of oil on the places you want to move, and let it soak in. Then try raising the feed dogs again. Repeat if necessary.
