I want to make an ironing pad and just need to know can you iron directly on to this or should I cover it with some old material.I have yet to buy it so forgive the question if it mentions it on the packaging

Insulbright is like a batting, with a heat resistant layer inside. You'll want to cover it with something, or make a removable cover to take off and wash as needed.

Just checked the package on the Insul-Bright I have and it says "Use with at least one layer of cotton batting, such as Warm & Natural or Warm & White to absorb condensation." So if you're going to use it for an ironing pad, you might want to keep that in mind, especially if you like to use steam.
