Which surface is puffy? If it is the back, you could trim part of the interfacing from the center. It will still keep the edges turned but reduce the bulk. If it is the fabric, try wiggling the seam around the edge with your fingers to make sure all the fabric is right to the edge. Press well with spray starch and see if that helps.
Someone posted a great link for doing circles and I want to try this method. You cut a circle template, place it on the wrong side of the fabric, you then place it on the dull side of a square of foil. You gather up the foil to fit the circle and press well. After pressing, you open the foil, remove the template and you are ready to appliqué it down.
