Cotton batting gives me flat seams and fabric on mine. I put two layers over the wood I used.

My ironing board was a metal mesh one. Screwed the plywood to the top of it with pieces of wood under the mesh for the screws to go into. Make sure you countersink them or you'll have bumps when you are ironing.

Also, watch that your board is not too large that you affect the balance of the ironing board or it'll become tipsy when you are working with it.
