I quilted one of these panel quilts not long ago. She just added borders around the panel and it looked great. Plus it was easy.

Sounds like you are on your way to developing a plan. Depending on how much you need to increase the size you could put a narrow border around the panel to set it off then add the star blocks. I'd suggest getting some graph paper and laying it out (without seam allowances) to get everything to a size that will fit together. Then add the seam allowances to your grid measurements and you will be ready to cut. Was watching The Quilt Show on my iPad just last night and saw this suggestion.
