I have this machine on a frame. Haven't used it for awhile. Cleaned & oiled it. The top stitching is great, but the bottom thread is really loose, kinda just lays there. I can easily move with with my finger nail. Is the a bobin issue or top thread issue. I never know.

A picture would help, but from what you are describing with the bobbin thread just laying against the quilt, I would say you need to tighten your upper tension.

another problem with the upper tension might be that the thread is not sitting correctly between the tension discs. try rethreading the machine. or there might be some thread stuck in the tension discs

It's always the opposite tension that should be adjusted to "fix" the problem. If the bobbin tension is poor, try adjusting the top. Rethreading or a new needle or both may also help. It could be the thread although I've only found one variety that my Juki just didn't like.

Thank you so much. I had read here that the bottom messing up is usually the top tension. You were so right although my brain was sure it was a bobbin tension issue. I tightened it in small increminents(sp) a full turn before it was right. How in the world did it get that loose.

Oops, will also put in a new needle. That is surely over due. I bought a pkg. of 100, so why am I not changing my needle in a timely manner.
