Do you have a picture of what you want to do? We can be more help if we know what you want.

Instead of trying to cut it out in one piece perhaps it would be easier to use white ribbon or seam binding or strips of fabric and either top stitch by machine or applique by hand stitching.

Try ironing some freezer paper to the back of the fabric, it will hold still while you cut it out  The shiny side is ironed onto the wrong side of the fabric with a dry iron, then gently peel off the fence from the paper.
This will be reusable too, for several pieces

You could use a really light fusible web or mega starch, that should stiffen the fabric....I am guessing you are using scissors...they would give more control.

Since it is for a wall hanging - would you consider either
craft ice cream sticks or wooden coffee stirrers? Just a thought....

or maybe just cut them out of felt (draw them on freezer paper and iron it on the felt or draw them on heat and bond light and iron them on the
wall hanging), and then embroider the horizontal bars on them.

Either option would give your wall hanging more dimension.
