I have used pet screening from Home Depot as the main base fabric , with a band of fabric around the outside and handles made of woven strapping.

Our county has been plastic free for a couple of years. I have found that bags with the squared off bottom like regular paper grocery sacks work the best as they are much easier to pack, load in the car and stand on the counter to remove items.

One option for a sturdy bottom is to use disposable cutting mats that are sold at discount and dollar stores.
