I like the mixed colors best.

I would go with the solids. rhe solid pinwheel will gave a bigger color spot for the baby to see.

I prefer the multi-coloured pinwheels. They give oomph to the quilt and look more ordinary in the other combination.

I would go with the mixed.

I like view #1. Using all the colors for your pinwheels.
This way when you use the solids for your borders it will frame your colorful pinwheels.
