Though the pattern was for a 17 inch i think the 16 inch will work just fine. It will just be a little smaller!

For smaller circles I use either the metal top from the frozen juice containers or the metal washers from the home improvement store.

Another idea: use a carpenter ruler. It has a hole at one end. Secure the ruler thru the hole. secure the lead of the pencil on half the size of the desired circle and move the pencil and ruler to form a circle. I have used this to make the base for stepping stones for the flower garden.
