I'm not sure exactly what you want to do, so it might help to expand on your goals. 9 patch is in the public domain. Framing a block doesn't change it (even with a fancy frame). Framing that again still doesn't make it original. You can make quilts using that block, teach classes using that block, publish patterns using that block, write books and put that block in them. Your patterns and book and any other written materials will be copyright protected, not because the block is original but because the instructions and pictures inside them are yours. However, everyone else can also make anything they want to (quilts, books, patterns, etc.) using that block because the block is in the public domain.
