why rip the stitches if they are scant and you need a full 1/4" just stitch a new line along side the first one- at the 1/4" ...it will just ensure you have good secure seams with 2 lines of stitching.

That would result in a very untidy seam line, when pressed open.

I had a pattern that was scant 1/4 inch but the instructor never told us so all our blocks were wrong. Thank goodness we only had time to make one. Tried to do the scant but it never turned out. All my blocks and my friends have the star points cut off. I will NOT do another quilt with a scant again

The only time I do scant 1/4" (on purpose) is when I'm making HSTs. It just seems goofy, to actually design a pattern which requires a scant 1/4". The 1/4" seam is small enough! :p
