When I handwash small fabric pieces, I use my salad spinner to get the water out.

Ditto. If you don't have a lingerie bag, you can put them in a pillowcase.
Ditto again- regarding bedbugs...colleges are having big issues there, what with mattresses used for many years with kids from all over the world attending! This was brought to my attention this summer as mine is headed off to college in the fall. I hate to say it, but this may really change the way I think of yard sale fabric or clothing. Maybe a good vinegar rinse in hot water would be helpful, whether by hand or in a machine.

Why not washer/dryer?

I am not normally a pre-washer when it comes to my fabric, unless flannel or reds, deep blues, etc. But I would feel better if I washed these fabrics. They have a slight odor from where they were stored in a bag. How would be the best way to wash them?
I use an old pillowcase, tie up the end and wash in gentle detergent on cold water with a color catcher. Dry in hot dryer to shrink if it's going to. Iron it with starch as needed for quilt.

If vinegar doesn't take out the smell use amonia and water. I learned this from this board a couple of years ago
