What do you have to do as far as copyrights to be able to make and sell Bow Tucks purses?

I would contact the designer and ask.

Sometimes it says right on the pattern as to what is acceptable, or not ... or when to contact the designer.

Another thing to remember is the fabric. I saw some the other day with it printed right on the selvedge that it could not be used for other than your own personal use. (forget the exact wording)

Wow - I never thought about fabric being that way too.

Yes, this is a pain. I think that if you are willing to spend your hard earned money on their fabric, you should be able to sell what you've made with it,reguardless.
So I try to stay off of this subject.lol

I contacted the Owner of the Bow Tuck copywrite - she gave me permission to make and sell Bow Tucks as long as I made them one by one with my sewing machine. So contact her and she will advise you...

Where did you see fabric with this on it? Just curious as I have never heard of this before.

it is listed right on her website....

Can I make your tote bags for resale?
Yes, as long as you are making them by hand on your home sewing machine and the bags are not mass-produced. We also request design credit when selling the bags. This can be a simple as a card included with the bag that says "Designed by Quiltsillustrated"
