Is 1-3 cents per inch for quilting a good deal?

How do I figure out what that would per square yard rate is using the $.03 per square inch rate?

It would be $38.88 per square yard.

That's really expensive, isn't it? I've seen people on this board taking stuff in for much less than that. This rate is what my local LQS charges.
