Sorry, I cannot help with your question but I wanted to say I like this. Colors are lovely and I love the middle figure with the two children. The little one hiding behind her dress is precious.

Would half and half work? If I was to stitch down most of it, then layer and quilt through some pieces - I was thinking I might do some fancy embroidery stitches on the dresses instead - to 'anchor' it.

Or should I just do one or the other?

I have seen both ways. I think it is up to how you want the back to look.
