I would not buy a newer Singer! I did buy one and sold it as soon as I could get it out of my house! I would buy a janome anyday!

I would go with a good mechanical one as I think they travel better than computerized and pretty easy to adust if any issues whereas you may be long way from a dealer for repairs . I loved my old Janome until tbe movers broke it.

Doub't if you would find a working Featherweight under $400. Have been looking for a couple of years but a vintage Singer or Kenmore work just as well.

Vintage machines are great - I have a bunch of them. But it you want a machine pronto you can never be sure you will come upon one in a timely fashion in your price range, and without needing work. I have several brother mechanical machines too and they are easy to come by and work straight out of the box.
