You can Google Vicki's FAbric Creations. She has a pattern I believe similar to Cherrio's statement. I also went to office supply store and found great heavy pencil holder with 3 compartments for needle work scissors (smaller size), paper use scissors, and fabric and rotary cutters.

Fat Cat Patterns has a free pattern for a wall hanging that has a pair of scissors in it. http://www.fatcatpatterns.com/freeimages/fcp_nqd.pdf

Also, Carol Doak has a free pattern on her website that is a tool roll. It involves paperpiecing and piecing.

How about making a traditional template quilt where you have to cut it out with scissors? (as opposed to a rotary cutter) Or applique, I usually use scissors when cutting out applique shapes.

I just painted a wooden cup holder that holds my scissors perfectly....I know its not fabric but it works great. I have 7 pair of scissors hanging on it.

Pinterest has some awesome scissor ideas. Just search "scissors" I even saw a pair of scissor earrings

I have a scissors holder that I keep in my kitchen drawer for cutting paper, etc. It is made from a quilted potholder, folded in half caddy-cornered, then sewn. If anyone is interested in seeing what it looks like, I can post a pic of it Thursday or Friday.

My scissors I'm sure have legs . Every time I want a pair they have all disappeared. I know others who are the same a pouch to hold on the machine or to hang around you neck. I've seen one but not sure where.
