I have the same cabinet with machine. It was my moms she told me it is an ink well.

Looks like it would hold a healthy shot of whiskey or some moonshine. Hidden to the general public, but near enough to be convenient when the irrational customer leaves.

ok im adding my two cents. It looks like a magnafing glass you set the wide paart oon whatever you want a close up of. and look into the hole. maybe can be used to look at stiches. well the one i have looks kind of like it and mine is a magnafing glass. and I spelled magnafiing wrong :)

Before brands like Schaffer and Esterbrook came out with the plastic cylinder ink cartirdges you used a bottle of ink and dipped the nib of the pen into the ink. There was a little lever farther back along the body of the pen. You would lift that up to suck in into the pen bladder. Man permanent ink was messy in the 40' and 50's. Even the plastic ink cartridges leaked at time. It was similar to using a syringe and sucking it into the glass tube part.
