To me it looks as if they've appliqued a pillow panel onto a circle of fabric. You might try that or just make up your own design using your favorite block or you could make them seasonal, holiday, etc. I'm not sure you'd want to use black if you're wanting to keep the steering wheel from heating up.

Oh, I thought you were talking about the ones that just cover the rim of the steering wheel. For that you just need a strip of fabric (I like a suede or velvet type fabric) about 2-1/2" wide and the size of the outside of the steering wheel. Then put very thin elastic on either edge. This keeps the steering wheel significantly cooler as well as giving firmer grip.
