I know this is probably a stupid question but what does it mean when you click on a topic and underneath it says "LOCKED"

No stupid questions (smile). It means the topic and/or responses were becoming negatively controversial and admin locked so no further responses could be made.

It means Admin has stopped any further replys to that particular posting.
