Can Warm & Natural batting be substituted for PFF in bags and such? I have a ton of batting remnants here from my LA business and really hate to buy PFF if I can just use them instead.

I don't see why not. Keep in mind the W&N will shrink a bit while the Pellon probably wouldn't. If you want it fused until you sew it you can use spray or some fusible web.

It may make a difference in how stiff your bag is, the fusible pellon seems to give the bag a firmer shape.

you can use any batting you want, it is your project! if you want it fusable just iron fusable to your batting or use basting spray.

I just took a mini bow tucks bag apart because the Pellon was too thick. I'm going to warm and white instead. And, I'm going to make the handles narrower and shorter. I have an idea for the bows. I'm going to sew the raw edges together and turn it inside-out, like a tube. Possibly stitch it on each side. I'll have to wait and see.

if you quilt the outside of bag no problems washing the only place i use something heavy is the bottom

I have used it in some of my bags. I used basting spray and quilted it. Worked out just fine.
