When I make scalloped borders I use a plate to draw the scallop onto the fabric border. Do the applique and finish however you want. Hope you find what you need. Thing don't have to be expensive to work.

this makes me want to do a scalloped border again. i did one about 15 yrs ago on a White on White quilt I made for my son. Where is that quilt anyway??
