Hi and welcome to the board from Iowa. Tone on tone means, dark red on a lighter red; white on white, dark blue on light blue, etc. All fabric stores have tone on tone or blenders. Looking forward to seeing your project (smile).

Tone-on-tone can also be lighter on darker, not just darker on lighter. It's any fabric in which there is a print of different tints (white added), shades (black added) and/or tones (gray added) of the same hue (aka color). In other words, a monochromatic piece of fabric that is not a solid.

It can be most colors with the almost same shades but usually when I have a pattern that calls for tone on tones I usually use white shades of tonals. Just my preference. I have seen it done with many other ways though. :)
