I'm making a mini bow tuck and am working on the inside pockets. It calls for a top stitch, is that actually different from just regular stitching? I've never had a pattern call for top stitch specifically so I don't know...

I'd say it's any stitching that will show. It could be a regular straight stitch or a decorative stitch. Try some different stitches on some scraps of your pocket fabric.

It just means a line of stitching less than a quarter inch from the edge of the pocket. It's callled topstitching because the stitching shows on the right side of a garment as opposed to a regular seam. Think of the stitching around the pocket of a man's shirt as an example.
