I had a fabric shoppe in the late 80's, I had the experience of visiting a factory where fabric is wrapped on the bolts, what an experience! It's not the fault of the stores if fabric is off, warped or has defects...It's from the way the fabric is made, from wherever. When it arrives at the stores, wrapped, most bolts don't show that's it's wrapped crooked. Until it is cut it's not seen and most clerks won't take the time to check the eveness. I would always cut an extra inch when I sold my fabric, just for that reason. Hope this helps explain the problems. I always wash my fabrics before storing, and most times you can get the fabric to press out even when you fold it. Have a great day..
