I bought nice rose fabric which I intend to quilt around to make a hanging. I'm leaving the fabric "as is", not piecing it.

What kind of batting do I buy to give it a "puffy" look?

Hand or machine quilting?

If by hand, a wool or a poly suitable for hand quilting (Hi Loft poly is difficult to handquilt and manufacturer recommends machine quilt or tying only) however some have handquilted it successfully you just won't be able to get really small stitches. Big stitch would work though.

Wool gives beautiful puffy look for either hand or machine quilting.

I'd probably use Hobbs 80/20 -- easy to quilt by hand or machine. Be careful of too-high-loft polyester, as this can be difficult to quilt by hand or machine.
