I have a generic walking foot and I found that the arm that fits over the needle screw sometimes sticks (refuses to move up and down) and that makes the kind of problem you are describing. I use a very small "O" ring slipped over the arm and needle screw unit to bind them together which makes them move together like they are supposed to. Voila, problem solved.
