What is a "flimsy?"

Recently I have seen the word "flimsy" used in referring to a quilt or the process of making a quilt. I have never heard this term before and am curious to know what it means? I would appreciate any enlightenment on this subject.

Thanks!

I thought it referred to the pieced top before layering with batting and backing and then quilting, in comparison to a completed quilt?
