What pattern is this?

Saw this quilt at the quilt show we went to this weekend but we have no idea what pattern it is. Sent it to a friend and she could not ID it either so hoping that someone on the board knows what it is and maybe even who the designer is.

New York Beauty blocks with a 1/4 of the star pieced into each corner? Set in strips but off set by the little blue block? No idea of the actual pattern.

It could also be pieced star blocks with a quarter of a New York beauty in each corner, right? That's what stands out to my eye :p, anyway.

The stars are pieced.

It looks like the blocks are slanted. To me it looks like a star in the centre with the quarter circle/spikes in each corner. Are there 4 small light blue triangles that meet to form the square?

I was thinking it is some sort of variation of the New York Beauty (which I'm itching to make some day... been drooling over a pattern I got off ebay for a while!)
