What is a "Snap or Clicker Bag"
 

read a thread regarding the type of tape measure to use.....and I am totally, 100% lost....
Is there a Tut or pattern or.....or....or.....

There are a couple of patterns - one is the SNAP HAPPY .. google it.

There is one on here. Look for 'snap dragon bags' under tut's.
