Tough to say without knowing the context. MY impression is that it is giving you the dimensons so that you can start figuring out what size strips you need to cut with the rotary cutter to get the appropriate sized/quantity pieces.

In my experience most things that say that mean "Add a quarter inch seam allowance"

The pattern is shown for use with templates - meaning you trace around the templates and cut out each piece.
Translate for rotary cutting means that the pattern can be cut in strips. Instead of cutting each piece, you can cut a set of template pieces. The "translation" part comes in where you have to figure the width, length, and any angles on the template pieces. At least that is how I understand the process. |
