I got a bag of fabric scraps and it included a bunch of these nicely sewn objects, different fabrics on each side,all different, nice (I think it's a) french seam, sewn closed. Does anyone know what they are for? I'm stumped.

That might be. But there are no ties of any kind to secure it.

Sounds good to me! Perhaps a basket with 4 handles the "notches" are for?

IF they were a square without the notches,
they are 17 inches.

if it's large enough, the fabric will overlap enough not to need ties. i agree with the bread basket guess.

Bread basket here too. As long as they fold over to hold in the heat. No tying necessary.
