My daughter wants to make a quilt for a Christmas gift. She has chosen 4 colors to use in it. Will a rail fence work with 4 strips instead of 3?

Yes just cut the strips as long as your 4 strips sew up wide. I would use 2.5 inch strips and they would sew up 8.5 inches so cut your length 8.5 inches

Will it still have that stairs look to it?

It will make the stairsteps with the first and last color that you use in your strips. I had to draw it out. LOL
