resizing pattern

My sister in law asked me to make a table runner from a pattern that is 14.5 inches wide. Problem is she wants it to be 12 inches. Its a star pattern. Suppose to make 3 strips 1.2 inches wide and cut at a diagonal 3.5 inches. I'm afraid that if I cut the diagonals too small the star won't turn out. There is also blocks and strips to fill in and I'm not sure how to adjust.
Seems like with a 1.5 inch strip it doesn't leave much room for decreasing the size and still have enough for a seam allowance.
I tried to find another pattern but this is the one she wants.
Any help would be greatly appreciated.

is there a border around the star blocks? perhaps you could just leave that off- or adjust it to make the runner narrower??? lots of times i see wall hangings or table toppers that the pattern says is a certain size- but most of that measurement is actually outer borders...and it's easy to create the design without adding the borders- or changing them

I'll probably just have to experiment with scrapes.
